Not entirely. While it has been severely limited, it's pretty much obsolete with the way skill points are now handled. If I want a rogue/barbarian with 20 points in UMD and Tumble I can still do it rather easily.
For example: Start with a human and take your first level in rogue. By taking Able Learner I can now buy Tumble and UMD ranks as if they were class skills no matter what class I am leveling up in. It's the same as skill dumping in NWN, only you take the skill class first rather than last.
For races without Able Learner it might be a bit more expensive in terms of levels or cross-class skill points, but it can still be done. Take a dwarven rogue 2/fighter 18 with 14 INT (for IKD, etc). If he takes his first rogue level at 4 and has saved 5 skill points, he can bring Tumble and UMD up to 7 each. The fighter can then add 4 points per level to Tumble and UMD for 6 more levels (total cost of 24 points) and take his last rogue level at 17, bringing his scores up to 20 each. The total skill point cost is 52 points rather than 40.
